This is on the planning agenda for the STC meeting on Thursday night 17 Sept 2015.

You may think this will not affect you but you should look very carefully at this application and the consequences for all of us if it gets planning permission.

When you look at the planning application consider:

Traffic congestion - the site exit opposite Meyers has been approved.

Flooding - not on the site itself perhaps but the suggestion is excess surface water is discharged into the beck. This will be above the Belton Road culvert which when the beck is flooding is not large enough to take all the flood water... so a contribution to Belton Road flooding and the proposed houses to be built on the south side of Belton Road. As can be seen from the 2008 floods water is likely to backup and cause flooding problems

Sewage - Yorkshire Water have stated this will not be a problem.

Education - although they state there has been a problem with infant school provision this is not a problem because they will be paying £95K towards local school provision!!!!

Recreation - Bradford have asked for a contribution towards Park facilities.

Peter, I'm shocked that Yorkshire Water state that there is no problem with sewage. Where I live in St.John's Street, we have been plagued with overflowing sewage from inspection chambers lifting plated covers & flooding our yards. We have had Yorkshire Water teams here to clear raw sewage on a number of occasions in recent years & Yorkshire Water staff on site have repeatedly admitted that the main sewer from Silsden to Marley is totally inadequate, indeed there are sewer pipes, including those where we live, which are of a far too small bore apparently. No doubt there are other areas within the town who are experiencing similar unacceptable inundations by raw sewage.

Peter,

Could I ask that in future you are more specific when referring to Keighley Road matters, particularly those to do with housing and flooding.

Keighley Road is nudging a mile in length, starting at the canal bridge and ending at the A629 roundabout. Whilst I share your concern, you probably intended your comments to refer to the "flat" stretch commencing in the vicinity of the filling station or thereabouts but you were not specific in that respect.

However, the "sloping" section from the canal bridge to the filling station is likely to be one of the last places in Silsden to flood, save for a catastrophic event such as the reservoir or canal being breached. This section of Keighley Road was not affected by the flood to which you refer. The flood was caused by water exiting the beck where it comes alongside Keighley Road, behind the filling station, and not by a torrent coming down the hill from the bridge. As the video shows, Kirkgate will flood before the said section of Keighley Road.

In using the names of major roads, the perception of most people living close to that road is that it also affects them and in the extreme might devalue the selling price of their existing properties in the eyes of "offcumdens" looking to relocate to Silsden, which is unfair.

Further within 100 meters of where I live, there are three new "Keighley Road" developments, two of them nearing completion, with the other one being the subject of this thread. I have no concern about any of them being flooded to an extent of that in the video.

The majority of the Silsden population living on the "wrong side" of the canal bridge reside above the flood line, as will the occupants of the current new developments.

I therefore suggest that future comments differentiate between the varying circumstances to be found in Keighley Road.

Point taken.

The houses planned for Sykes Lane seem to be of a reasonable design. I would question why anyone would want to buy a 5 bedroom property on this development but then I'm not in the market for a 5 bedroom property.

All I would say is any development in the Sykes Lane area, while it may not be subject to flooding it may contribute to flooding in the area. The surface water drainage will be directed into the beck with excess water being held in large pipes, if the beck is in flood then the water will not be able to drain into the beck (the outlet flap will be kept closed by the beck water). The storage pipes had better be large!

The 2008 video does show there is a need for infrastructure upgrades to some of the beck bridges. Because some of them are flat (not humped) they stop the water flow which can overspill into the surrounding land - Habisit and Belton Road. Of course this only happens every few years and of course it will NEVER happen again!

But Hey Ho that is another problem like the lack of a bypass.

I have an idea, Why doesn't someone build a flood gate from the conservative club to the bypass. I am surprised all the do gooders out there have not already thought of this...Oh but don't forget to get the relevant planning permission.
On another note Peter, Most of your threads seem to be along the flooding thing, are you still trying to justify the contraption built that group of mysterious people championed?

At the Silsden Town Council Planning Meeting held on Thursday 17 Sept 2015 the council unnamously rejected the planning application for the construction of 51 dwelling on the Sykes Lane plot.

The following were their objections to the proposal

Objections on various grounds as follows:

General

In accordance with Bradfords own Local infrastructure plan evidence infrastructure needs to be in place BEFORE any further house are built Planning Application 15/03871/MAF

Point 5.4.3.3 from LIPE electricity -it would seem that only 100 new homes can be built AFTER an upgrade to the power station no mention of this provison within the application.

Water It has been confirmed through previous comments received via the core strategy and local investment plan from Yorkshire water that the Aire Valley truck sewer is at capacity and they can no longer accept any new foul or surface water flows to the sewer; yet this application proposes use of the aire valley truck sewer.

Access to the railway station. Which is put forward as a positive in the application fails to mention just how dangerous this access actually is as this crosses a busy by pass [AVTR] with no safe pedestrian/cyclist crossing.

Education there are no school places in either school in Silsden, the merger is only at consultation stage and a new school is at least 2 years away minimum.

Highways access a serious issue and the traffic survey used was carried out in 2010 which is vastly out of date and does not reflect the present situation.

Plans concerning the access road are different to those recently passed by Bradford and thus would suggested the amendments are re submitted so they can be consulted on properly

The Site

The ancient hedgerow on the site is protected and cannot be altered in anyway.

The demolition of high bank house is totally unacceptable and indeed was made a
condition of previous approved application the house remains due to its historical and to retain something of the Victorian character of the area. The report stating the house is not restorable is questionable at the very least. This may be a financial lost for this part of the project but the heritage lost would outweigh.

Sykes lane itself has historical value must be retained and not allowed to become a rat run as application being made for it to be a green route.

There appears to be a condition allowing for emergency exit for traffic from the site, highlighting the highways issues of great concern, yet there is no information on how this is to be policed or operated.

Further requirements before a decision is made

A full bat survey is required particularly as the feeding grounds for the bats are to be removed.

A full environmental survey has to be done given the nature of the area.

A full site investigate needs to be carried out to access the contaminated land and a plan of action needs to be in place this should have come with the original application.

The canals and river trust should be consulted and their report made available on the public access system.

There should be a street scene within the application for reference.
