So Bradford Council are (joint) applicant and decision maker. Highways object but then change their view.
Thats life under Bradford Met. This could be better

The access road passing between Albert Square and Mill Banks, for which planning permission has been granted in recent days, is to serve a proposed significant development of houses to the west of Sykes Lane, which one assumes will shortly be the subject of a new planning application. It is reasonable to assume that the access road will not be constructed until permission is granted to build the houses.

At the STC meeting last night (08/01/2015), a delegation of objectors to the proposed significant development north of the "Tannery Corner" in Bolton Road made a well-prepared plea for STC to support their objection. The issue was already an agenda item, hence discussion and a vote took place with the supporting Councillors each voicing their own reason(s) for supporting the objection, with "infrastructure" (or lack of it) being the dominant reason.

"Infrastructure" is an expression normally used with respect to an area greater than a single site and indeed its use in the discussion last night was with respect to the whole town, including the all-time favourites like traffic, sewage, schools, lack of parking spaces at the station for locals etc, besides many others.

In citing infrastructure as the Council's primary reason for supporting the objection, in a vote that I recall as being either unanimous, or almost, in the interests of being consistent, has STC effectively said that they will object to all forthcoming significant housing development planning applications until the infrastructure is in place?

The vote for the outline planning application, for housing development at the top of Bolton Road, was rejected unanimously by STC.

Can someone find out if Bradford Council sold this land at the full market value which would be a fair sum given the access it will allow. My guess the Section 106 deal will devalue the price even though the idea of S106 is additional funds to be raised for the local community.

S106 money is no longer just for the local community but goes into the Bradford Community Pot.

For the proposed development on land off Bolton road, the Planning Statement document, Section 4.2 The Publication Draft of the Core Strategy, clearly states "Silsden will see the creation of 1000 new homes with associated community facilities and the creation of Silsden Rural Business Park. Supporting highway infrastructure will be provided together with good walking and cycling to Silsden and Steeton railway and bus interchange station".

I think there is some way to go before we can suitably approve any development whether it be Sykes Lane, land off Bolton Road or other.

The "Grant of Planning Permission" document, now available on the BMDC Planning website (application no 14/03672/FUL) is addressed to Novo Homes Ltd and BMDC. My understanding is that BMDC owns the site for which planning permission has just been granted by (ironically) BMDC!

I believe Novo Homes did, and perhaps still do, own the site on which the proposed dwellings will be built, for which it is reasonably assumed that planning permission will now be sought.

It would seem unlikely that the intending house builders will purchase the access road land until such time as planning permission has been granted to build the houses. That said, terms might have been conditionally agreed.
