The above application is for a better access road for Albert Square and Mill Banks onto Keighley Road is not as innocent as first appears. The proposer is Nova Homes.

It will provide an access road to the proposed 100 + houses (to be built if only there was access to the land) on Sykes Lane - yet more traffic trying to get onto Keighley Road sad :(

Peter,

In fairness to the applicant(s), the planning statement makes it clear that the application (para's 1.1 - 1.6) is related to an access road with respect to the intended construction of houses to the west of Sykes Lane, on the basis that they see no point applying for planning permission for the latter if the former is not possible.

The reference to Albert Square and Mill Banks is a consequence of this application as there would otherwise be 3 contiguous roads joining Keighley Road, which one assumes would never be allowed. The proposal is to effectively close the current access to/from Keighley Road from both Mill Banks and the southerly leg of Albert Square and have them feed into the proposed new access road.

There isn't an awful lot of "wriggle-room" left in either of the aforementioned streets once the proposed access road is constructed - a situation which is exacerbated by the provision of replacement parking spaces as per the plan drawings (which are available online).

Negatives such as the above are likely to be offset by the improved aesthetics of the whole site in question if the scheme is approved. The main asset central to the scheme, which is also the worst offending visually, is owned by BMDC!

Why would Bradford Council and Novo homes be joint applicants and surely Bradford Council as applicant and decision maker have a conflict of interest!

Yes, there is a poacher and gamekeeper situation and I raised this point on Silsden.net a few years ago at the time of a previous application, but given that landowners in general usually seem to be the party that applies for planning permission, if only outline, in order to help sell the asset. But since BMDC own the asset, the situation would be the same whatever the intended new use of the asset. FYI, I believe NOVO own the site of the intended construction.

As mentioned before Bradford Council take what could be described as "bribes" in order to grant planning permission. Its called a Section 106 agreement. In the past I think the Banklands development paid some money for Aire View School...money which the council should be spending anyway.

In this case the draft proposal for what is just an access road not an housing development is a whopping £200,000. Not bad but it will not go into general Silsden coffers it is just to pay to surface private unadopted roads, namely Albert Sq and Mill Banks..Well that will get the near neighbours on side..Nothing for the rest of us just failing infrastructure and increased traffic problems.
Bet the people up above the Co-op are seething that the council will not see their roads repaired but are happy to be associated with a deceitful application for an access road that everyone knows is to open up new housing.

Interested parties might want to look at the "Documents" section of the online planning system for this application.

Of the 25, the one filed on the 22nd September by Silsden Town Council and the one filed on the 25th September by BMDC Highways might be of particular interest.

I remember the last time highways objected. The objection was removed from public access.
Bradford Council's excuse by e-mail was

"I have chance to speak with my colleague in Highways who provided the Highways comment for this application and i am now in a position to respond to you.

The Highway comments are no longer available on Public Access as Mr Armstrong is reviewing his origninal comments in the light of conversations he has had with the applicant and other highway colleagues to try and over come his intial concerns. Once his review has concluded revised Highway comments will be posted on Public Access so that you can see them.
