I was asked to make a record of items in the Town Hall and came across two fire doors which were locked. 
There is no longer a caretaker and to ensure security Bradford have padlocked the fire exits.        
I assume the people running classes and events know the combination to unlock the door BUT the Town Clerk hadn't been informed. Is this any way to run a pubic building?
SO HOW SAFE WILL YOU, OR YOUR CHILDREN BE IN THE TOWN HALL?
In the event of a fire the person in charge of the class/event is responsible for the evacuation and safety of the people in the building.
Please ask questions...............

did the fire brigade not do anything about it? presume they inspect the town hall regularly and also when the recent plans were drawn up.Is it illegal to padlock a fire door? |

I am glad that you keep putting this information on Peter. Im am afraid that I have no confidence in anything I am seeing from BMDC. Fire Regulations also say that in the event of fire any disabled person should be taken to a place of safety by TWO TRAINED PERSONS. Who is responsible for training them?
I believe that the Theatre Group are now the main people interested in putting on shows. From press releases I see that they have previously hired the football building which only seats 100 people, and they had to turn many away.
It is possible then that as many as 200 persons could attend their shows. Consider then in a case of fire breaking out what decision do they make, let the 200 able bodied persons go down first and make the disabled person/people wait, or take the disabled people first and keep the 200 panicking people( and they will panic).waiting. I saw what happened back in the 60's when the big hotel in Ilkley caught fire. Whatever figure of authority is there people will just panic
From what I have seen I will not put my own life at risk going to anything in the Town Hall. |

Apparently the locks have been in place for 14 months, Bradford told all the regular users but forgot to tell the Clerk of Silsden Town Council (also a user of the TH).
The responsibility of the safety of the occupants of the Town Hall rests with the hirer of the hall........ so if they forget to remove the locks before a class, or perhaps the occasional user just doesn't know about the locks (there is no caretaker now)and an incident happens within the Town Hall you know who will get the blame and it won't be Bradford.
This situation will also apply if the TH is refurbished.    |

I wonder how many people hiring a room at the town hall have realised that they are liable for fire exits, I bet most people don't even read through the conditions of hire and just sign the form and pay the money! could the lock combination not be written on a notice in large letters next to the exit? I am still amazed that a fire exit is allowed to be locked |

Another safety item which any hirer should be doing is to switch lights for the emergency exit signs over to the backup battery's which are in the caretakers/Police contact point, room the very same room which no longer exists on the new plans, it becomes a disabled toilet, with all that electrical equipment in it? |
