Elected Mayor or Council Leader? Under new Government legislation Bradford Council must change to one of two forms of prescribed executive governance, either an Elected Mayor and Cabinet or a Leader and Cabinet. Option 1: Leader and Cabinet Under this model, the Leader would be a Councillor elected for a term of four years by the other Councillors at a meeting of the full Council. The Leader would then appoint a Deputy Leader and ask a number of other Councillors to sit as Cabinet members and form the Council’s new Executive. This model is very similar to the one that is in place in the Council at the moment, but with the exception that the Leader is elected for four years in the new system, rather than just one as is the case now, and it is the Leader not full Council that will appoint the Deputy Leader and the members of the Cabinet. For the last 9 years no political party in Bradford District has had sufficient majority to contemplate such certainty and it is anticipated that, if this model were to be adopted, the Council will put a process into place so as to be able to remove the Leader at any time. Furthermore it is expected that the Leader will have regard to the wishes of his/her political group when considering the appointment of the Deputy Leader. Option 2: Elected Mayor and Cabinet Under this model, the Mayor is elected by the public to serve a term of four years. The Elected Mayor would then ask a number of Councillors to sit as Cabinet members and form the Council’s new Executive. A district wide election would be run to allow an Elected Mayor to be voted in by the public. However, once in post, the Elected Mayor cannot be removed from office by either the public or the Council during the four year term of office. This process would therefore not be subject to any checks and balances during the 4 year appointment. If the Elected Mayor should resign before the end of the four years, a by-election would be held to appoint a new Elected Mayor.
