Can someone raise the question about ownership. I read the trustees only passed management of the hall to Silsden Urban District Council(Now part of Bradford Council). And why can the extra money,above expected from the sale of Wesley Place,The Library and the toilets not be used to fund running the Town Hall? |

Apparently Jack was attending an Ilkley Parish Council meeting. A good excuse for not attending the meeting about Silsden Town Hall? .... except he is not a Ward Councillor for Ilkley, but is a Ward Councillor for the Craven Ward. Which event is more important? make your own conclusions. |

Please use your own words (except in Q1) and add any other relevant factors you can think of. These notes are for the paper survey form which can be obtained from the Library and Twiggs (they can also used to complete the on-line survey - using the link shown above) Q1 Silsden Town Hall subject to Community Asset Transfer. Q2 Tick all the boxes except 4, and WRITE IN examples of recent events at Silsden Town Hall, eg: Children's astronomy / internet safety / family fun days Pantomimes / puppet theatre Table top sales VWV1 events Adult health and fitness groups Strawberry and Christmas teas for the over -75s Q3 Silsden has already lost 3 assets in the last 2 years - the old library, Wesley Place and its public toilets. The agreement for the loss of the first two of these was the refurbishment of the Town Hall as a community centre. The future of the library could be threatened by loss of the Town Hall. The Town Hall is the ONLY secular community building in the town centre. The Town Hall is also of historic interest. It started life as the Mechanics Institute, the foundation stone laid in 1883. It has stood since then as an active witness to huge changes in the working, cultural and social life of the town. Recently refurbished, it continues to provide a focus for educational, social and community activities. Closure would impact on the town's shops and cafes. Silsden is expanding significantly and needs MORE community space/facilities, not less, if it is not to become a mere dormitory town. FOSTH (Friends of Silsden Town Hall) has worked successfully during the last 2 years to increase income from the Town Hall by increasing its use for community events. Q4 Remove Silsden Town Hall from Community Asset Transfer in the budget proposals and seek alternative sources of income. Expand further the use of and revenue from the Town Hall - become a satellite venue for King's Hall. Maximise use of dance floor for performing arts in conjunction with Bradford Theatres. Introduce room hire rates that are more competitive with other local room hires. The Council to identify an officer with a specific brief to notify groups of likely external funding sources and help them to apply. Something to consider, the Friends of Silsden Town Hall have made the decision not to take over the ownership of the building. ( can't blame them for that ) but what are the alternatives ? |

The Friends are wanting to run the Town Hall in partnership with Brad,Met, with Brad,Met responsible for maintenance / running costs and supplying two members of staff. the Friends asked if anybody would like to join the group, and did anybody have any suggestions to generate more revenue within the Town Hall. |

And a sample of questions from the public, is there detailed accounts re,the cost and revenue generated in the Town Hall, Answer yes, but not for public scrutiny. Q' are the losses of £5.000 per year correct, Answer yes. Q' could the losses be paid out of our local council precept fund, ( i didn't hear the reply). Q' is this building DDA compliant, Answer yes. |

Are they really claiming DDA compliance regarding WC provision. Document M of the building regs is quite clear b.at least one wheelchair -accessible unisex toilet is provided at each location in a building where sanitary facilities are provided for use by customers and visitors to a building, or by people working in the building; Answer...NO.The downstairs WC is "accessible" but not "wheelchair accessible" Here is what Cllr Andrew Thornton told the Keighley News The building was previously inaccessible to wheelchair users, and when complete, will be accessible with a lift and a fully compliant toilet upstairs. The toilet being installed downstairs, although not fully compliant due to the limited space available, does contain many features that make it accessible for a lot of our disabled users. 5.10 Wheelchair -accessible unisex toilets will satisfy Requirement M1 or M3 if: a. one is located as close as possible to the entrance and/or waiting area of the building; c. they ar e located in a similar position on each floor of a multi-storey building, and allow for right- and left-hand transfer on alternate floors Answer to that is no. If it ends up with a community group taking on the Town Hall then please,please ensure you get a legal document from Bradford Council that says the hall is DDA compliant and if found not to be they will foot the bill for any work required |

gazzer, all valid points, but it goes further. There is no safe method for disabled people who are upstairs to get our without the help of at least two other persons; in the case of a fire. Bradford's rules for the hire of the Town Hall states, only two disabled people allowed upstairs at any one time, so if there are already two upstairs and a wheelchair user down stairs want to go to the loo, one of those upstairs must come down. But who is going to enforce these rules? The people required to carry disabled people down the fire escape in the event of a fire; will need to be properly trained in ALL the lifting requirements of ALL of the individuals who might need help. Any public building should be fail safe in the event of an evacuation being necessary, I.E. everybody should be able to make their own way out to safety. The way the Town Hall is now is a death trap waiting to be sprung. |

How do disabled people get to the ground floor from ANY burning building ??? Grandad, you've got a 'thing' about Bradford council every time its mentioned and your not working for what the people of Silsden want (good turn out, wasn't it ?) to have the Town hall for the Town council to meet in & to be the follicle point of the community, NOT the meeting room at the co-op. Take your lights down, then have a year off x |

The reason the STC don't use the hall was because the refurbished design made it impossible to meet the Health and Safety requirements. Eg two trained people for evacuation when the only permanent person is the clerk. |

His or her responsibility is outlined within the Fire Precautions (Workplace) Regulations 1997 as amended. The fire risk assessment process makes it quite clear that any change in risk to life from fire should be reflected with appropriate measures taken to offset any risks identified. Allowing disabled persons into the building by means of lifts or other powered systems without providing for suitable means of egress is increasing the life risk, quite possibly to an unacceptable level. The Fire Precautions (Workplace) Regulations 1997 and the Management of Health and Safety at Work Regulations 1999 - of which Regulation 8 of the latter says that 'every employer shall: (a) establish and where necessary give effect to appropriate procedures to be followed in the event of serious and imminent danger to persons at work in his undertaking; (b) nominate a sufficient number of competent persons to implement those procedures in so far as they relate to the evacuation from premises of persons at work in his undertaking'. The Fire Service are not responsible for the evacuation of anyone abled or less abled - it is the employer's duty to do so. The Fire Service has a duty to rescue people. The term "Rescue" infers that someone must be in a life-threatening situation requiring the immediate intervention by the fire brigade. A less abled / mobility impaired person positioned in a refuge isn't someone whom requires rescue, they are certainly not in a life threatening situation unless of course somehow the fire has spread into the refuge area which would be extremely rare. However the employer should have in place suitable procedures to safely evacuate this person from the refuge in an emergency situation. So therefore if access is given to areas within the property then clearly egress arrangements must also be put in place to ensure the safe evacuation of disabled persons from the property |

Hope I do not come across as anti Town Hall.The town needs it. Its just a scandal how Bradford Council have managed our towns assets over recent times and now want locals to pick up the pieces. |

The answer to you first question is, They use a safe disabled route that is clearly signed, they do not have to rely on at least two other persons to be there to evacuated them. What do the people of Silsden want with regard to the Town Hall? I would hope they want a venue that is safe for all the people of Silsden to use, not a hall left in this unsafe state by Bradford. I do not have a thing about Bradford, I do have a thing about making SURE nobody DIES unnecessarily in this or any other way. That is why when we have taken down the Christmas lights, I will not be "taking the year off", I will return to being on call for the N.H.S. as an volunteer Community First Responder. Why don't you volunteer to become a C.F.R.? The Town needs all the help in can get, And working regularly through out the year on the lights to ensure they are in a fit state to work again in November when we put them up again. P.S. why does the Town need a follicle point? |

this post has been edited 1 time(s) According to Mr Mallinsons Facebook page, if he had been required at the meeting the organisers could have checked his availability beforehand. A conversation must have taken place because he(probably Bfd Council) provided all the printed material for the meeting. Obviously he wasnt required so he attended a Cowling Parish Council meeting instead. |
