Considering the concept of Silsden and Addingham Town/Parish councils potentially employing a Lengthsman, taking over the running and maintenance of the public toilets and other front line services, a common denominator is Bradford Met cutting front line services which are not a legal requirement. It may well appear to be a naive question, but who or what agency decides what services what are legal requirements and what services are not? Who or what agencies can alter the status of a service?

The Town Hall farce is another prime example. Hold a big "consultation", change key details, blatantly lie to planning officials and the public and press on with it regardless. This is a publicly owned building and should a have been maintained following a defined management plan, including documented maintenance schedules. A listed building, is by point of law, required to be maintained to a defined standard.
